Stage-II “China Finance & Taxation” Media Public Welfare Training Opened in Hainan

On March 27, 2023, the Stage II “China Finance & Taxation” Media Public Welfare Training jointly organized by the China Institute of Public Finance, Shanghai University of Finance and Economics and the Shanghai First Financial Public Welfare Foundation opened class in Sanya, Hainan. 29 editors from 29 mainstream media across China as well as the experts and scholars of our institute opened a 5-day training that focused on the opportunities and challenges facing the construction of Hainan Free Trade Port from fiscal and taxation perspective, and paid attention to the reform and development in fiscal and taxation field.

The class opening ceremony was presided over by Peng Jia, the Secretary General of the Shanghai First Financial Public Welfare Foundation. Executive Director Liu Xiaochuan of our institute delivered a speech, welcomed the students and wished this training a full success. He mentioned the purpose of this training, hoped the students to acquire knowledge in training, put it in practice in work, popularize to the public about the reform and its effect in fiscal & taxation field, propose suggestions for decision-making by government, and assist in the reform of fiscal & taxation field.

In the morning of the same day, Professor Deng Jiaolian of the School of Public Economics and Management of our university brought to students a course themed “Government revenue and expenditure and government budget”, which made elaboration and analysis surrounding the importance of fiscal power, effective means to regulate government’s fiscal power and the budget situation of Chinese government.

In the afternoon, Professor Fang Fang, the Party Secretary of the School of Public Economics and Management of our university shared with the theme of “Principles and Practice of Government and Social Capital Cooperation (PPP)”, introduced the characteristics of PPP, and developed in-depth analysis with multiple PPP projects of Hainan as examples.
