Organizational Structure

ChinaPublic Finance Institute consists of the council and academic committee. Thedean works closely with the council in daily operations.


Council


The decision-making body, is composed of senior scholars from famous universities and research institutes and related persons from thegovernment and enterprises.The council discharges thefollowing duties:

(1) Review and decide the development plan of the institute;

(2) Discuss and approve the council president's reports;

(3) Discuss andapprove the regulations;

(4) Discuss and approve the annual budgets and financialreports.


Academic Committee


Academic committee is responsible for carrying out the academic activities ofthe institute. Its members are reputed experts of public finance and taxationin the country and around the world. It consists of one chairman (Professor ShuhaiCong, former party secretary of Shanghai University of Finance and Economics)and 13 members. The academic committee is responsible for:

(1) regulations forthe appointment and dismissal and related evaluation;

(2) regulations foracademic achievement awards and to conduct related awards work;

(3) recruitmentand evaluation of the research fellows and research affiliates;

(4) appointmentand evaluation of research projects;

(5) transformation of researches.


Executive Dean

Professor Xiaochuan Liu works as the executive dean, who isin charge of daily operations of the institute. The institute also posits asecretary general.


AdministrationOffice


Theinstitute has an office to coordinate the normal affairs.


Research Center


Since2016, in order to better carry out research work and strengthen cooperationwith the outside world, China Public Finance Institute has established threesubordinate research centers, namely China Financial and Economic DevelopmentResearch Center, Financial Performance Management Research Center and Centerfor Cooperation between Government and Social Capital.


China FinancialDevelopment Research Center


Thecenter was established in August 2016 by China Public Finance Institute andPeople's Daily. As an authoritative media, People's Daily has strong governmentand public influence, while as a professional academic institution, ChinaPublic Finance Institute plays a role in scientific research. The twoinstitutes jointly strengthen financial services for government decision-makingand further promote the deepening of public finance reform and related systemconstruction. The main achievements of the center include: hosting the annualfinancial development forum, follow-up assessment of China's fiscaltransparency report, and research on issues related to VAT program. At the sametime, China Financial Development Research Center has also established aninternal reference reporting procedure to produce the Financial and EconomicInternal References. The reviewed internal reference materials are submitted toPeople's Daily for further review and editing, and the preferred ones arereported to the central leadership and relevant ministries. The center willalso set up a center publicity platform.


FinancialPerformance Management Research Center


Inresponse to the 19th National Congress’s comprehensive policy of implementingperformance management and to help governments solve various problems in thenew development period, China Public Finance Institute established theFinancial Performance Management Research Center in September 2018. It aims topromote and explore new government budget and fiscal expenditure managementmodels from a theoretical and practical level. The Center focuses ongovernment's financial performance management, using the superior position and academicnetwork of our institute in the field of financial performance managementresearch in order to provide a new way for the government financial performancemanagement reform and establish a new performance budget management paradigm.The main achievements include: performance indicator system and performancemanagement information system research, budget performance management theoryand method, and performance evaluation annual report. In the future, the Centerwill continue to strengthen relevant researches. Currently, there are thefollowing contents in the plan: (1) major project pilot projects; (2) promotingthe construction of the government performance budget management theory system;(3) performance management database construction; (4) publishing professionalannual reports; (5) establishing a platform combining industry, education andresearch.


Research Center onPublic-Private Partnership (PPP)


Inorder to better promote the development of Public-Private Partnership (PPP) inChina and accelerate the improvement of relevant policies, systems andtheoretical researches, with the full support of the PPP Center of Ministry ofFinance, China Public Finance Institute set up Research Center on PPP inNovember 2016. The center is one of the first six PPP research centersauthorized by PPP Center of Ministry of Finance.


The main researchwork of the center includes: (1) China PPP Market Transparency Report; (2) PPPReform for Economic Society (3) the business environment and the efficiency ofthe public-private partnership model; (4) the study of the influencing factorsof the government's promotion of PPP projects; (5) the local government PPPcooperation model and the selection and optimization of objects; 6) Taxationissues in the implementation of PPP; (7) Construction of the PPP case libraryin Henan Province. In the future, the Center will continue to strengthen anddeepen in decision-making consultation, personnel training and projectevaluation, strengthen the tracking and evaluation of PPP project performancemanagement, and promote the development of PPP industry and market.
