Our Missions

Publicfinance has played a crucial role in the history of reform and opening up, anditself has experienced great changes during this period. It is now important toevaluate the past development of public finance, to conquer the problems in thereform and development of the public financial system, and to seek the path forcontinuing development in the future. However, constraints in the political andeconomic system has limited the research progress in the public economic theory,and current researches are not sufficient to satisfy the need for the country’sstrategy on political, economic and social development. The problems of theresearch not only lie in the quality, but also lie in the transformationefficiency and their impact. China Public Finance Institute is founded for thepurpose of institutional innovation to solve the problems in researches ofpublic finance and to meet the needs of key development strategy of thecountry.

It is on this historical background that China Public Finance Institute is foundedas a interdisciplinary, cross-department, and cross-country platform forresearch and coordination. The institute will be constructed on the basis ofthe development of China’s public finance. Its main research areas include fouraspects: developmental public finance and economic transition, public financeand social welfare, fiscal performance and government service reform, andfiscal-legal system and reform in public governance.

Our History

ChinaPublic Finance Institute carries on the Center for Public Governance, which is establishedin 1998, and the Center for the Performance Evaluation of China's EducationExpenditures of Shanghai University of Finance and Economics as the fundamentalpower, and integrates the faculties and staffs from Center for Public Governance,Center for Empirical Analysis and Survey, Center for Health Policy andManagement Research, Research Center for Social Security, Center for AssetEvaluation, Resources and Environmental Policy Management Research Institute, TheCenter for Real Estate Research and Investment Research Institute.

In August, 2012, China Public Finance Institutefurther expanded its research resources. Leading by Shanghai University ofFinance and Economics, the institute’s council members include School ofEconomics of Xiamen University, Law School of Peking University, Academy ofFiscal Sciences of the Ministry of Finance, Institute of Finance and TradeEconomics of the Chinese Academy of Social Sciences, International DevelopmentResearch Centre of Stanford University, Institute for Public Policy Research ofHitotsubashi University, Department of Finance of Jiangsu Province, Bureau ofFinance of Shanghai, National Tax Bureau of Zhejiang Province, Department ofFinance of Zhejiang Province, and China Institute for Income Distribution ofBeijing Normal University.
