The “Hebi Experience” Task of Overall Department Performance Management” Passed Expert Review

In the morning of November 27^th, our institute organized the expert review meeting for the “Hebi Experience” task report of overall department performance management, the review meeting was held in both online and off-line forms and in Shanghai City and Hebi City at the same time. The expert review meeting was presided over by Professor Liu Xiaochuan, the Executive Director of our institute, Professor Ma Xianguo, the principal of task group made detailed introduction of the “Hebi Model” of Comprehensive Implementation of Budget Performance Management task results; the main principal comrades of the Finance Bureau of Hebi City reported the implementing situation of the task exploration.

Experts and professors expressed review opinions, including Zheng Yong, Member of Party Committee, Secretary of Disciplinary Committee and Deputy Director of Xiamen National Accounting Institute, Liu Wenjun, Deputy Director of the Budget Review Center of the Ministry of Finance, Wang Guangkun, Former Director of the Comprehensive Department of the Ministry of Finance, Executive Vice Chairman of the National Institute of Budgeting and Accounting, Director He Chengjun of the Budget Review Office of the Commission for Budget Affairs of the NPC Standing Committee, Professor Cong Shuhai, Former Party Secretary of our institute, Yang Canming, Principal and Deputy Party Secretary of Zhongnan University of Economics and Law, etc.

The experts group believed that the task report made in-depth statement of the status of overall department expenditure performance index system in the comprehensive implementation of budget management, the standard of the construction of overall department expenditure performance index, the balance between process index, result index and effect index, and it designed an overall department expenditure performance index system covering the entire thirty one administrative departments in one prefecture-level city in form of team research and based on the design of unified overall department performance index framework, implemented trial evaluation on the overall expenditure performances of the most departments in the year 2018 and 2019, and verified the feasibility of the overall expenditure performance indexes of the vast majority of departments. The performance index system designed in this task originally implemented comprehensive quantitative evaluation, each performance index implemented standardized scoring, which is convenient for implementation of informationized evaluation and reduction of man-made influence. The task report had outstanding progress in the design and standard system of the overall department performance indexes, had replicable and promotable values, so it has been approved of passing the review and acceptance check.

Leaders including Liu Xiangyu, Party Committee Member and Deputy Director of the Finance Department of Henan Province, Mayor Guo Hao of Hebi City, Deputy Secretary General Zhang Shaomin of the CPPCC of Hebi City, etc. also attended the review meeting and made speeches. Hong Limin, Member of Municipal Standing Party Committee and Executive Deputy Mayer, the performance management principals in the finance bureaus of Tianjin City, Chengdu City, Qingdao City, etc. also attended the meeting.
