The 2021 Civil Administration Forum Was Successfully Held

In the morning of December 2, 2021, the 2021 Civil Administration Forum was held in Beijing in form of video conference, which made thematic study and enforcement of the spirit of the Party’s Sixth Plenary Session of the 19^th Central Committee, exchanged theoretical research work on civil administration policies. The Municipal Civil Affairs Administration of Shanghai City served as the branch venue of Shanghai in this forum, and our institute dispatched representatives to attend this forum as the scientific research base of Municipal Civil Affairs Administration of Shanghai City.

This forum was presided over by Gao Xiaobing, Member of the Party Committee and Deputy Minister of the Ministry of Civil Affairs. Firstly, Deputy Minister Gao Xiaobing announced the “Notification by the Ministry of Civil Affairs Regarding the 2021 Award Winning Situation for Theoretical Researches of Civil Affairs Policies”, the forum in this year received a total of 2,151 papers submitted by the civil affair departments across China and higher-education scientific research institutions, evaluated and selected 39 papers for the First Prize, 117 papers for the Second Prize and 163 papers for the Third Prize. Next up, it was speeches by guests, in this process, multiple government leaders, experts and scholars expressed their views and opinions, including Professor Zheng Gongcheng from Renmin University of China, Chief Li Wanjun of Beijing Municipal Civil Affairs Administration, Professor Fu Changbo from Beijing Normal University, Director Wang Jianhou of the Zhejiang Provincial Civil Affairs Department, Professor Xu Jialiang from Shanghai Jiaotong University, Director Zhang Dongyun of Anhui Provincial Civil Affairs Department, Associate Professor Meng Tianguang from Tsinghua University, Deputy Director Deng Wei of Sichuan Provincial Civil Affairs Department, etc., they made statements from various aspects including work innovation, common prosperity, social relief & aid, old-age security, etc., and proposed their own suggestions over civil affairs works.

Next up, it was the speech by Minister Li Jiheng of the Ministry of Civil Affairs, he indicated that we shall adopt the Party’s innovation theory as the guideline, strengthen the researches in the aspects of civil affairs policy theories, law of development of civil affairs, end effect of civil affairs policies, etc., enforce and implement the spirit of important instructions by the General Secretary Xi Jinping and the major decisions and deployment of the CPC Central Committee. He also pointed out that the civil affairs departments on each level shall fully recognize the importance of the theoretical researches of civil affairs policies, further strengthen the organization and leadership on theoretical researches of civil affairs policy, encourage experts, scholars and all walks of society to continuously care for civil affairs, to support civil affairs, propose more opinions and suggestions, and release more research results.

Lastly, Deputy Minister Gao Xiaobing made brief conclusion of this forum, and expressed his hope that the various civil affairs departments and civil affairs research base are able to promote high-quality civil affairs works, and make contribution to the development of the national course of civil affairs.

The other ones who attended this forum also included the principals of various departments (bureaus) of the Ministry of Civil Affairs and the directly-governed units, the principals of the civil affairs departments (bureaus) of various provinces (autonomous regions, directly-governed municipalities), the civil affairs bureau of various cities specifically designated in the state plan, the civil affairs bureau of Xinjiang Production and Construction Corps, and the principals of various civil affairs scientific research bases.
