Deputy Dean Yu Hong Interviewed on Flexible Employment Policy

To strengthenpertinent policy support for individual business, part time employment, newemployment format, and other flexible and diversified employment formats, recently,the General Office of the State Council launched Opinions on Supporting Multi-channel Flexible Employment (hereinafterreferred to as Opinions), and put forward to stick to both the leadership of themarket and the guidance of the government, as well as both control relaxationfor invigorating and standardization for order, implement policies as per localconditions and different cities, clear and cancel unreasonable restrictions onflexible employment and strengthen policy service supply.

Deputy dean Yu Hongof School of Public Economics and Administration of Shanghai University ofChina Public Finance Institute was interviewed by China Financial and Economic News on flexible employment. Shebelieved that, confronted with the pressure of epidemic influence and economicdownturn pressure, it is extremely important to stabilize the employment. Shesaid it is unlikely for some normalized posts to have especially big growth orplay an obvious pulling function in employment owing to so many external impactfactors, and some export oriented enterprises and industries may even shrink;under such a condition, flexible employment becomes a spot light in overalllayout of employment.

Yu Hong believedthat, in interest guarantee, flexible employment is an emerging employment form,and has the condition of being unable to match with employment qualificationand employment guarantee conditions. She also reminded that employees’ interests guaranteeneeds to be achieved through relatively standard process, such as the laborsneed to go to the place of domicile for accreditation to pay the socialsecurity fee and enjoy relevant interests; however, for flexible employees, notall of them can thoroughly understand relevant information and successfullycomplete the whole process of social security fee payment, which is a problemdeserving our attention. Some places may select simple treatment in executionof social security policy owing to the lack of specific and refinedstipulations after completing the accreditation for flexible employees, whichcauses many flexible employees unable to enjoy social security level equal toits income level and labor value.

In Yu Hong’s opinion, theflexible employees’ social security problem is local management under currentmanagement system; therefore, each local government’s focus on the flexible employees andadvance on its social security idea plays an important role in solving thisproblem. The policy objective of flexible employees’ interest guarantee is very clear. It isto enable the flexible employment to effectively connect with the currentsocial security system effectively, make more flexible employees participate init, and achieve the interests guarantee equal to their labor value as perrelevant regulations.
