Work Research Association of Minhang District People’s Congress Sponsored Government Purchasing Budget Performance Supervision Management Seminar

Onthe afternoon of November 18^th, 2020, government purchasing budgetperformance supervision seminar jointly sponsored by ChinaPublic Finance Institute with Standing Committee of Minhang DistrictPeople's Congress and Work Research Association of Minhang District People'sCongress was held at Minhang District People’s Government to exchange anddiscuss topic of “Research on government purchasing budget performanceconditions of Minhang District Departments” and relevant contents.

Zhang Lu, presidentof Work Research Association of Minhang District People's Congress presidedover the seminar and introduced main participants upon the openingceremony.At the project introductionlink, Liu Xiaochuan, executing dean of China Public Finance Institutehad a brief description for contents of government purchasing in the topicbackground description as the head the project group and indicated that theresearch on government purchasing performance supervision of the projectconforms to the “14^th five-year plan” requirements and has importantfunctions and guiding significance. Then it was the introduction to the twosub-projects of the project, including Sub-project I “Research on EngineeringProject Budget Performance Supervision Framework and Indicator Design Based onPDCA Management Model” in the charge of director Ma Zhiyuan of performancemanagement research center of China Public Finance Institute andSub-project II “Whole Process Budget Performance Management Analysis ofDistrict Department for Government Purchasing Project” in the charge ofdeputy-director Zeng Jimao of performance management research center of China Public Finance Institute.In the introduction, deputy director Zeng Jimao mentioned that the sub-projectin the charge of him described the problems in whole process budget performancemanagement of government purchasing projects, the reasons and correspondingcorrective suggestions in details by taking department government purchasingservice projects as the key point. Director Ma Zhiyuan mentioned that thesub-project in the charge of him takes underground laying of overhead line ofMinhang District in 2018 as an example, and introduced the background, purpose,and case study of the project, and put forward corresponding conclusions andwork suggestions.

Next,it was followed by expert demonstration and address link. Fu Wenlin, deputydean of China Public Finance Institute of Shanghai University ofFinance and Economics, Zhang Hui, director of Government Purchasing andPerformance Management Research Center of Shanghai National AccountingInstitute, Du Yunfeng, head of Government Purchasing Management Office ofShanghai Municipal Finance Bureau, and Zhang Yan, director of Shanghai PublicPerformance Evaluation Association were invited to participate in this link. Inthe address of this link, the experts affirmed relevant research work of theproject, mentioned the necessity to list government purchasing performance intothe supervision of the People’s Congress, several recommendations and keypoints for the People’s Congress to focus on government purchasing performance,and opinions on government purchasing performance from the perspective offiscal project expenditure budget performance management. Experts alsoexpressed that the project has provided important references and workingmentality for the future performance supervision management of the People’sCongress, and suggested taking the project as an example for promotion and publicity.

What followed isexchange and address link. Ding Ping, director of Budget Working Committee ofMinhang District People's Congress, Li Jun, head of Minhang District FinancialBureau, Zhou Guoqiang, head of Minhang District Audit Bureau, and Yao Yuan,representative of Minhang People’s Congress participated in this link. Severaldistinguished guests addressed and introduced the exploration work of MinhangDistrict in performance supervision management, including organizingperformance hearing, practicing performance satisfaction evaluation, etc, andall the work has had some accomplishments and will be practiced continuously. Inthe exchange, they expressed that the government purchasing needs to bestandard and legal, the financial funds must be utilized well, comprehensivemanagement work must be done well from the source and in the process, and theresult must be applied well. Therefore, it is necessary for the People’sCongress to have supervision on the government purchasing performance. However,currently performance evaluation is merely a formality, and relevant workers’awareness needs to be improved to establish more rational and effectiveindicators.

Finally,Lin Huabin, deputy president of Work Research Association of Shanghai MunicipalPeople’s Congress, and Pang Jun, director of the Standing Committee of MinhangDistrict People’s Congress had summary address respectively. Deputy presidentLin Binhua believed that this conference has reflected the popularity and depthof government purchasing performance research; upon talking about his ownexperience, he also expressed that the work research direction of MinhangDistrict People’s Congress has continuity and can have deeper research, MinhangDistrict People’s Congress attaches great importance to the cooperation withChina Public Finance Institute, and the cutting point of this projectis also very appropriate and the project is of great significance. DirectorPang expressed its appreciation for the support for China Public Finance Instituteand each department, and pointed out the significance and importance of thisproject in budget performance management by combining with relevant work ofMinhang District People’s Congress in recent years, and expressed that the researchaccomplishments of the project must be absorbed and applied well to make theperformance supervision management work of the People’s Congress up to a higher level.
