Teacher Wang Feng of Our Institute Published Paper on Top International Public Administration Journal of Public Administration
Recently, the thesis of international cooperation by Teacher Wang Feng of the Research Institute, “Bureaucratic Redundancy and Administrative Burden: Evidence from Public-Private Partnerships (PPPs) in China”, was published online on the “Public Administration”, a top international journal in the field of public administration. This is also the second time Teacher Wang Feng published thesis on the “Public Administration” in recent years.
Work Introduction

With the idea of Service-oriented Government increasingly taking root in people’s hearts, people begin to pay attention to the complex experiences of administrative burden in government services. Thus administrative burden has become an important topic in public administration, yet existing literatures limited the discussion on the administrative burden of the people in political civilian interaction. This research will extend this topic to government enterprise interaction, it has established the theoretical system regarding the measurement, causes, effects and responses of administrative burden for enterprises, as well as made empirical testing of related theoretical assumptions through the data of PPP model of Chinese infrastructure industry. It was found in the research that “Setting up positions for people” is a common phenomenon in local governments, meaning that local bureaucratical redundancy will cause them to set up more administrative approvals, so as to increase the administrative burden of enterprises under their jurisdiction. Secondly, it’s found in this research that there’s nonlinear correlation between bureaucratical redundancy and administrative burden of enterprises, meaning there’s a optimal scale for the degree of bureaucratical redundancy, the administrative burden of enterprises will increase only if such scale is exceeded. Besides, it’s found in the research that administrative burden of enterprises will cause significant increase of the probability of advance termination of PPP projects, so it to certain extent explained the phenomenon of widespread advance termination of PPP projects in China. Lastly, for the administrative burden of enterprises caused from bureaucratical redundancy, it can be effectively handled by reform measures such as adjustment of administrative division and legislative authority of local governments.
Author Introduction

Wang Feng, Lecturer of the China Public Finance Institute of Shanghai University of Finance and Economics, PhD in Applied Economics (Finance). His main research directions are local public finance and government governance. He has published over ten academic papers on high-level Chinese and foreign journals of economics and public administration, including Public Administration (2 papers), “Economics (Quarterly)”, “Public Finance Research” and “Public Administration Review”, etc. 20 decision consulting reports written by him have been published on “People’s Daily (Internal Reference Edition)”, “Reform Internal Reference”, “Internal Reference for General Office of the CPC Central Committee”, “Internal Reference for Publicity Department of the CPC Central Committee”, “Internal Reference for CPPCC”, etc., received written instructions or comments by Central Government leaders, CPPCC leaders, main leaders on provincial/ministry level, or transformed into policy suggestions of local CPC Provincial Committees and main departments of provincial governments. His research achievements used to win the Second Prize of The 7th National Excellent Financial Theory Research Achievement Award. He presided over one provincial/ministry-level scientific research project and participated in multiple national-level scientific research projects.
