The Research Institute Successfully Held Closed-door Seminar for Special Reporting of Serial Researches for New Round of Fiscal Legislation in Shaoxing

During April 26-28, 2024, the Research Institute successfully held closed-door seminar for special reporting of serial researches for new round of fiscal legislation in Shaoxing.

The meeting was presided over by Professor Liu Xiaochuan, the Executive Director of the Research Institute. Firstly, Professor Liu Xiaochuan made brief explanation of the purpose of this closed-door seminar. Next up, the meeting developed reporting and discussion on the special reporting contents of six topics on several major issue researches around research on revision of the Budget Law, research on suggestions to the legislation of basic fiscal law, research on suggestions to the legislation of government debt law, research on legislation of non-tax revenues, research on taxation legislation in China, as well as the supervision, administration and legislation of state-owned assets, etc., the various personnel attending this meeting made in-depth exchange of opinions, and formed revision opinions. Lastly, Professor Cong Shuhai, the Chairman of the Research Institute made conclusion of this closed-door seminar, he recognized the research work for the six topics, and indicated that it’s necessary to make targeted revision of the special-reporting contents of various topics, so as to emphasize on the necessity, urgency, key and difficult issues of the legislation work, and then submit them to the corresponding Central Government agencies. 

The dozens of experts who attended this closed-door seminar and participated in the discussions included Li Shaogang, Former Director of the Department of Legal Affairs of the Ministry of Finance, Jiang Jianping, Former Chief of Jiangsu Provincial Local Taxation Bureau, Cong Shuhai, Former Secretary of the Party Committee of Shanghai University of Finance and Economics and Council Chairman of the Research Institute of Chinese Public Finance, and Liu Xiaobing, Delegate to the 13th National People's Congress, etc.
