The Research Institute Successfully Completed Closed-door Seminar Series for New Round of Fiscal Legislation

During March 27-March 28, 2024, the Research Institute successfully held the last closed-door seminar for several major issues in state-owned assets supervision, management and legislation in series of research topics for new round of fiscal legislation and suggestions for government debt law legislation.

The meeting was presided over by Professor Liu Xiaochuan, the Executive Director of the Research Institute. Firstly, Professor Liu Xiaochuan made a brief explanation of the purpose of this closed-door seminar. Later, the meeting developed reporting and discussions around the current-stage results of several major issues in state-owned assets supervision, management and legislation and suggestions for government debt law legislation, the various attending personnel made in-depth exchange of opinions, and preliminarily formed the revision opinions as well as the forms of topic results in the future. Lastly, Professor Cong Shuhai, the Chairman of the Research Institute made conclusion of this closed-door seminar, he recognized the research works of the two topics, and indicated that we need to further improve the topic research from the perspective of academic theory and around a series of major issues at current stage and for a period in the future; besides, it’s necessary to further research the boundary and mutual relations between the legislation of government debt and legislation of state-owned assets field.

The experts attending this closed-door seminar and participated in discussions included Li Shaogang, Former Director of the Department of Legal Affairs of the Ministry of Finance, Jiang Jianping, Former Chief of Jiangsu Provincial Local Taxation Bureau, Cong Shuhai, Former Party Secretary of Shanghai University of Finance and Economics and Chairman of the China Institute of Public Finance, Liu Xiaobing, Delegate to the 13th National People's Congress as well as dozens of other experts. So far, the closed-door seminars for 6 topics for the serial research for new round of fiscal legislation have been successfully completed, the various topic groups will further improve the topic results based on the discussion contents of these closed-door seminars.
