The Research Institute Successfully Held Closed-door Seminar for Serial Research on New Round of Fiscal Legislation in Suzhou

During March 15 – March 17, 2024, the Research Institute successfully held the closed-door seminar in Suzhou for serial research on taxation legislation and non-tax revenue legislation for new round of fiscal legislation. 

The seminar was presided over by Professor Liu Xiaochuan, the Executive Director of the Research Institute. Firstly, Professor Liu Xiaochuan made brief explanation of the purpose of this closed-door seminar. Later, the seminar developed reporting and discussion around the current-stage results of the two topics, namely the taxation legislation and non-tax revenue legislation in China, the attending personnel exchanged opinions in depth, and preliminarily formed amending opinions and the form of topic result in the future. Lastly, Professor Cong Shuhai, the Chairman of this Research Institute, made conclusion of this closed-door seminar, he recognized the research work for the two topics, and expressed that the topic research needs to be further improved from the perspective of academic theory, besides, it’s necessary to establish a commanding law on non-tax revenue, and specify the causes, interrelations and positioning of legislations in various fields.

This closed-door seminar has achieved very good effect. Next up, the Research Institute will continue to organize closed-door seminars for serial topics on new round of fiscal legislation, including the research on several major issues on state-owned assets supervision, management and legislation and the research on legislation suggestions for government debt law.

The experts who attended this closed-door seminar included Li Shaogang, Former Director of the Department of Legal Affairs of the Ministry of Finance, Jiang Jianping, Former Chief of Jiangsu Provincial Local Taxation Bureau, Cong Shuhai, Former Party Committee Secretary of Shanghai University of Finance and Economics and Chairman of the China Institute of Public Finance, Liu Xiaobing, Delegate to the 13^th National People’s Congress as well as dozens of other experts.
