The 2nd Finance and Taxation Policy Saloon Successfully Held to Focus on Reform of Cultural Undertakings Construction Fee

In the morning of March 9, 2024, the 2nd Finance and Taxation Policy Saloon jointly organized by China Institute of Public Finance, Shanghai University of Finance and Economics and the School of Public Economics and Management, Shanghai University of Finance and Economics was successfully held and made synchronous live streaming on the CBN Web-end Broadcasting Channel. Experts and scholars in the digital finance and taxation field made exchange and discussion over the topic of reform of cultural undertakings construction fee, and envisaged the prospect of reform in the future.


This saloon was presided over by Standing Associate Professor Zhang Muyang, Deputy Director of the China Institute of Public Finance, Shanghai University of Finance and Economics, and it was divided into two processes, namely the report release and expert keynote speeches.


In the process of report release, Professor Fan Ziying, Director of the School of Public Economics and Management, Shanghai University of Finance and Economics, released a special report titled Research on Promoting the Reform of Cultural Undertakings Construction Fee. Fan Ziying firstly reviewed the historical evolution of cultural undertakings construction fee, and pointed out that the cultural undertakings construction fee was set in in 1990s for the need of Construction of Socialist Spiritual Civilization, since the establishment, along with the economic and social development, it has gone through multiple adjustments in terms of fee rate and preference, some provinces also explored suspension of such fee. Next, Fan Ziying pointed out the four main problems facing the cultural undertakings construction fee in the implementation process, including limited financing function, serious mismatch of regional distribution, relatively heavy burden of fee rate and irregular use of funds. Lastly, Fan Ziying made prospect of the reform of cultural undertakings construction fee in the future from the perspectives of collecting system, local autonomy and supporting system construction.


Next, it was the process of keynote speeches, various experts and scholars made keynote speeches over the report, including Professor Fan Yong, Director of the School of Finance and Taxation, and Director of Financial Collaborative Innovation Center of Central University of Finance and Economics, Mr. Jiang Zhifeng, Chief Financial Officer of Shanghai First Financial Media Co., Ltd., Professor Li Yongyou, Professor of Zhejiang University of Finance and Economics and Chair Professor of Shandong University, Professor Ma Guangrong, Deputy Director of the School of Finance and Economics, Renmin University of China, Researcher Ma Jun, Director of Taxation Research Office of the Institute of Finance and Economics, Chinese Academy of Social Sciences, Professor Wang Chong, Deputy Director of China Institute of Public Finance, Shanghai University of Finance and Economics, and Mr. Zhao Jian, Deputy Secretary General of China Advertising Association. The various experts recognized the work done in the report, the experts also expressed their own opinions on this topic by integrating their own research experiences or practical working experiences, and proposed their respective prospects on the future development of cultural undertakings construction fee and non-tax revenue. The 2nd Finance and Taxation Policy Saloon was successfully ended in heated discussion.
